(March 2000) The Urban Institute report detailing the differences in wage levels
and unemployment rates across racial and ethnic groups in the U.S. It
talks about whether less-educated or lower-income minorities face additional
barriers to skill development and career advancement beyond those faced by their
white counterparts, and how these barriers can be overcome.
