Stay Warm This Winter With Energy Assistance

The Connecticut Energy Assistance Program (CEAP) helps eligible individuals and families pay for home energy and heating costs. Benefits are available for both homeowners and renters to help pay for their household’s primary heating source. This includes oil, natural gas, electricity, propane, kerosene, coal, wood, and wood pellets.

CEAP is funded by the U.S. Department of Health and Human Services’ Low Income Home Energy Assistance Program (LIHEAP) Block Grant. It is administered by the Department of Social Services in collaboration with Connecticut’s Community Action Agencies.

Energy Assistance Eligibility

Benefits are available to households with incomes up to sixty percent of the state median income. Please see the chart below for reference. Household size includes homeowners and renters that pay separately for heat, and renters whose heat is included in the rent.

Note: Any household in which one household member is participating in one or more of the following programs is automatically considered income eligible for winter heating assistance benefits but must meet all other eligibility requirements to receive benefits: Temporary Family Assistance (TFA), State Supplement to the Aged, Blind and Disabled, Refugee Cash Assistance Program, Supplemental Nutrition Assistance Program (SNAP) and Supplemental Security Income (SSI).

How to Apply

Community Action Agencies (CAAs) are accepting CEAP applications through May 31, 2022. CAAs are the only nonprofit agencies administering the program in all 169 cities and towns in Connecticut.

You can apply in-person at your local CAA or by phone, mail, or email. Each CAA has additional application intake sites in their service regions, including at some town halls. Check with your local CAA via the phone number or email address below for a complete site listing, to make an application appointment, or to confirm application requirements.
